It appears to be somewhat similar to China's State Administration of Science, Technology and Industry for National Defence (SASTIND).

No, @Watandar sb, this is a good development. Pakistan needs to have regulators for its defence and space/aerospace based industries consisting of retired army and air force generals/officers with domain knowledge. Without this PAK can never develop a proper MIC needed for economic procurement and exports.

DIPRA will be useless until such time Defense managers become serious on giving projects and funding to private vendors instead of government owned entities, DIPRA will be another road block for the private sector to develop products for the defnse sector
