It is so transparently about breaking the power of big political parties and recovering the money lost to the provinces in the 18th amendment. 50 different small provinces all begging a powerful Center, controlled by a CDF, with all the cash is the objective.

Fortunately, the Establishment at this point have screwed over every single political party in Pakistan , including their B team mullahs, and are getting no traction on this issue.
