It depends on how the measurement and reporting is being done. People die in non-combat related incidents in combat zones. Vehicle rollovers, training exercises, etc.

Editing to add: during Shield / Storm, the US suffered as total of 386 deaths. 151 were direct combat related. The other 235 were non-combat related.

The cause of non-combat related deaths? Accidents, illnesses, heat-related, other environmental factors.

Perhaps that is the situation here.

As a senior member of armed forces, you're obliged to discharge your duties with CARE and Responsibility. Appearing publicly like this is an open invitation for the enemy.
