That ‘dependence’ exists solely because of the incompetence and treason of the Pakistani Fauj and its appointed puppets since inception. The policies of the Fauj have resulted in almost zero institutional development and strength, outside of the military, and even the latter is questionable at this point for various reasons.
So no, I don’t see bailouts by the GCC as any kind of ‘valuable asset’ for Pakistan - if anything, the aid/loans are a toxic bandaid that perpetuates governance failures and enriches the Fauji brass and its chosen political and bureaucratic elite.

Everything is used. Transport on ships takes days and weeks. Via air transport, only hours. One IL-76 can move enough ammunition in one sortie.If you are planning a major ground offensive, then ammunition and supplies won't be delivered by transports, but ships? While an IL-76 is large, it is not the best way to carry munitions to a combat theatre at scale(imho). It is possible for precision systems like SOW via large transports and other high end equipment, but not really for artillery shell etc.
