Patriot PAC 3 is a defensive weapon. It can be sent without Congress approval. In fact, all the Republicans would be for it. It helps GOP win election by cutting down gas price.

Remember when Obama sent all those TOW missiles to Syrian rebels in 2014? None of that required Congress approval.

PAC 3 is an option, but for Russia a better choice is HQ-16. China is a Russian ally. The US is only a fair weather friend that cannot be depended on.

Under the Arms Export Control Act of 1976, any international government receiving weapons from the United States require the Act of Congress.

Also, Article II of the Constitution gives the budgetary responsibility to Congress, so even if somehow Trump can bypass the Arms Export Control Act, he won't have the money to buy and transfer said article to Russia unless he pays for it himself, because if he wanted the government to pay for it, that's Congress's job to come up with a budget.

The "Arms Export Control Act" means shit. I am shocked you think it means anything. The USA has provided weapons to Israel to conduct an actual genocide against its own laws. The USA knows that Israel has nuclear weapons but wilfully ignores that fact so that can "ignore it's own laws" to not enforce them against Israel.

How many it's own laws, processes and controls does the USA ignore for Israel?

I could go on.

Lets not talk about "USA Laws" having any level of sanctity, they don't. They are "optional" as is every law out in the world to the US Administration and can be ignored at will when not convenient.

Well, regardless of what you think of us, we still respect the law; that's why most of Trump's policies were rolled back after the Supreme Court challenge.

On the other hand, you are comparing the US support for Israel to nonexistent support of Russia, and I will tell you this: if we really don't care about the laws, the situation in Gaza would probably be 10 times worse; there were actually talks about transferring and allowing the use of thermobaric weapons to Israel. If you think Russia using them in Ukraine is bad, try imagining it being used in a 200-square-kilometer area
