Why doesn't Iran launch its stockpile of BM missiles? I mean, Iran has dozens of old stockpiles of Shahab 3 missiles, which could increase defense challenges for defenders. There is no reason to try to stop Israel, as Iran has failed to launch joint missiles, BM missiles, cruise missiles and drones.

This is the first wave. The goal is to restore deterrence and an all out strike with hundreds of ballistic missiles is not needed for that.
