no clue but it seems this is some medal ceremony for Iranian Wushu competitors and this woman is a Iranian female Wushu competitor (one of the famous Mansourian sisters who all have medals in Wushu) who whistle blowed against another Iranian woman (Maryam Hashemi) for doping and she complained that the sporting authorities chose Hashemi instead of her to compete in some tournaments
