At least Army is keeping tabs on the country which civil will never be able to. But give civil a chance since there is a plethora of complains against Army.

In reality, civil and army will always go hand to hand to some extent in managing the country.

As per the superior wisdom of @Signalian , Indian army is keeping tabs in occupied Kashmir, Israeli army is keeping tabs in occupied Palestine, while Pakistani army is keeping tabs in occupied Pakistan.
