Biden barely won the swing states by winning the national vote by 4.5 points. Even in Pennsylvania where he was born and raised he barely won by 1 point. If Kamala wins the national vote by less than 4 points she can kiss NC, GA, AZ, WI goodbye and lose the electoral vote.
First, Biden born in PA, but he calls Delaware Home since 10. His relationship with PA is the same as me and Kansas, I only born there, I was not raise there.

Second, National vote have nothing to do with How PA will vote. It's always depending on the trend between the 10 counties, the Collar Counties and The Captial (Philidelphia County, my old neighborhood when I was a PA cops) and Alleghany County where Pittsburgh was, because that's 70% of PA population. Dem traditional don't win any rural PA counties.

And finally, if going by the same logic, Trump wouldn't have won PA in 2016, as he was 2 points behind Clinton in National Vote.

Please stick to something you do know (Whatever it was), you obviously know nothing about US election.

Democrats win California and New York by huge margins. Republicans win Texas and Florida by small margins. If Democrats win the national vote by 2 points, they lose PA, WI, MI, NC, GA, AZ by small margins.

LOL, I study statistic on my Master of Philosophy and work as a data analyst with the US Military and Private Intelligence firm. In fact, my master thesis on the topic of Statistical Probability on strategical decision-making process.

Trump can win PA, but SO DOES HARRIS, that's the meaning of a tossup.

This does not answer the question I asked.

If National Vote are any indication of Voting Preference for any state, then Trump will NOT win PA in 2016 or will NOT lose PA in 2020, he has done both while lost the popular vote twice.

In term of statistic, that was called a mutually exclusive event, in statistical representation, you cannot have an outcome going on the opposite side of the result with the same data set, in this case, he can't both win and lose PA when he both lose the popularity vote the two time.
