In this arrangement, Israel surely benefits but I believe most of the billions America 'gives' to Israel either stays in America or ends up in America--or in the pockets of some thousands of 'connected' people.

The scheme core is Israel bribes someone in the US gov to send money as aid for some fabricated reason and a fraction of that money is returned back by Israel to the corrupt senders to incentivize them to send more (the American officials can't refuse because they are entrapped by the criminal evidence Israel has against them which the Israelis threaten to release if the corrupt officials dont play ball). In return the US sends more money to Israel and the fraction returned is larger to entice and entrap more to fill up the corrupt pockets ; the sums exchanged become larger and larger and more officials are entrapped and blackmailed. From millions of dollars it spirals to billions and then hundreds of billions. In any other country it would be called corruption but in the US it is called friends of Israel.
