25,000 voters switching to the other party means an effectively 50,000 vote margin flipping. The margin for victory for Biden in Virginia was 450,000 votes. If the Republicans cobble together enough voters from different demographics to back them this time around, 25,000 Pakistani-American voters flipping their vote could be a sizable chunk of that margin.
