Agriculture is a highly risky business with very low margins, you can't make that the backbone of your economic growth. Industrialization with the goal to export that output is how Chinese were able to grow and take hundreds of millions out of poverty. It is the only viable model to follow...This is exactly what Vietnam is currently doing and what other SE Asian nations did to industrialize...Poverty alleviation is not primarily about identify the problem, but building the capacity to address it, in an even manner.
If we help farmers increase productivity, we have a ready market in China and the GCC to absorb our exports. The money farmers earn can be invested into known industrial ventures that will boost exports, and Pakistan can keep recycling that money, year after year on social spending and increasing productivity to slowly but steadily lower poverty, the way China did.

I think Modi’s direct payments to the rural poor has lifted millions out of poverty.
And may mean India is now ahead in absolute poverty.
But the underclass is a lot broader.
Also, direct payment is a bludgeon.

Access is key - something that can be easily gleaned from satellite imagery.
Just see what percentage of Indians are only accessible via dirt roads and what percentage live within few miles of a highway.
Then compare that to Bangladesh.
I can assure you 80% of Bangladeshis live within 10 miles of a highway.
I can also assure you the number for India will be significantly lower.
