The smaller plane is more economical. The bigger plane is more for air superiority. It's like the US air force which uses a combo of F-15 and F-16.

what is the estimate retirement year for Block 1's and what aircraft will replace them? We still haven't retired the old Mirages yet as well, speaking of which, I know this off topic but how many units of Mirage are still in service?
