(Updated at 18:29 - Effective time and details of the announcement by the Ministry of Finance of China) U.S. President Trump announced on the 2nd Eastern Time that reciprocal tariffs would be imposed on global trading partners. The tax rate in mainland China is 34%. The Beijing authorities declared that they would definitely retaliate. Reuters reported that China's Ministry of Finance said on Friday (4th) that it would impose an additional 34% tariff on all US goods starting April 10 in response to the reciprocal tariff measures implemented by the Trump administration.




The official website of the Ministry of Finance of China released the "Announcement of the Tariff Committee of the State Council on the Imposition of Additional Tariffs on Imports from the United States" in the evening of the 4th, stating that the US government announced on April 2, 2025 that it would impose "reciprocal tariffs" on Chinese goods exported to the United States. The US practice is not in line with international trade rules, seriously undermines China's legitimate rights and interests, and is a typical "unilateral bullying" practice.


The announcement pointed out that in accordance with the Tariff Law of the People's Republic of China, the Customs Law of the People's Republic of China, the Foreign Trade Law of the People's Republic of China and other laws and regulations and basic principles of international law, with the approval of the State Council, China will impose additional tariffs on imported goods from the United States from 12:01 on April 10, 2025.


China's Ministry of Finance said that for all imported goods originating from the United States, a 34% tariff will be imposed on top of the current applicable tariff rate. The current bonded and tax reduction/exemption policies remain unchanged, and the additional tariffs will not be reduced or exempted. Goods that have been shipped from the place of departure before 12:01 on April 10, 2025, and imported between 12:01 on April 10, 2025 and 24:00 on May 13, 2025, will not be subject to the additional tariffs stipulated in this announcement.

On April 2, 2025, the US government announced the imposition of "reciprocal tariffs" on Chinese goods exported to the US. China's Ministry of Commerce today (4th) issued an announcement by the Unreliable Entity List Working Mechanism to include 11 US companies including Skedio in the Unreliable Entity List.

To safeguard national sovereignty, security and development interests, in accordance with the Foreign Trade Law of the People's Republic of China, the National Security Law of the People's Republic of China, the Anti-Foreign Sanctions Law of the People's Republic of China and other relevant laws, the Unreliable Entity List Working Mechanism has decided to include 11 entities including Skedio in the Unreliable Entity List in accordance with Article 2, Article 8 and Article 10 of the Unreliable Entity List Regulations, and to take the following measures:



1. The above-mentioned enterprises are prohibited from engaging in import and export activities related to China;

2. The above-mentioned enterprises are prohibited from making new investments in China.

Matters not covered in this announcement shall be implemented in accordance with the Provisions on the Unreliable Entity List.

This announcement shall be effective from the date of publication.

After the United States announced the imposition of "reciprocal tariffs" on Chinese goods exported to the United States, multiple Chinese departments announced countermeasures today (4th), including five measures such as imposing a 34% tariff on all imported goods originating from the United States, including export controls on some medium and heavy rare earth services.

China's Ministry of Commerce and General Administration of Customs issued an announcement, announcing the decision to implement export controls on some medium and heavy rare earth-related items, including seven metal substances: samarium, gadolinium, zirconium, dysprosium, lutetium, scandium and yttrium, their alloys and other related products.



In accordance with the relevant provisions of the Export Control Law of the People's Republic of China, the Foreign Trade Law of the People's Republic of China, the Customs Law of the People's Republic of China and the Regulations of the People's Republic of China on Export Control of Dual-Use Items, in order to safeguard national security and interests and fulfill international obligations such as non-proliferation, with the approval of the State Council, it is decided to implement export controls on the following items, and this announcement will officially take effect from the date of publication. The "Export Control List of Dual-Use Items of the People's Republic of China" will be updated simultaneously.

If they are controlled items, the export control code for dual-use items should be listed. If there are any doubts about the above-mentioned reported information, the customs will question it according to law, and the export goods will not be released during the questioning period.

The General Administration of Customs of China issued Announcement No. 54 and No. 55 today (4th). In order to protect the health of Chinese consumers and ensure the safety of China's animal husbandry production, due to inspection and quarantine issues with relevant imported products, it has decided to suspend the sorghum import qualifications of one American company involved, the poultry bone meal import qualifications of three American companies involved, and the import of poultry products from two American companies involved.

According to Announcement No. 54, recently, China Customs found that the zearalenone and total mold count in imported U.S. sorghum exceeded the standard, and Salmonella was detected in imported U.S. poultry meat and bone meal. In order to protect the health of Chinese consumers and the safety of animal husbandry production, in accordance with the Food Safety Law of the People's Republic of China and its implementing regulations, the Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine and its implementing regulations, the Measures for the Supervision and Administration of Entry and Exit Grain Inspection and Quarantine, the Measures for the Supervision and Administration of Entry and Exit Feed and Feed Additives Inspection and Quarantine, and the relevant provisions of the World Trade Organization's Agreement on the Application of Sanitary and Phytosanitary Measures, the General Administration of Customs has decided to suspend the sorghum export qualification of the company involved, C&D (USA) INC., and the poultry meat and bone meal export qualification of the three companies involved, American Proteins, Inc., Mountaire Farms of Delaware, Inc., and DARLING INGREDIENTS INC., from the date of this announcement.

Announcement No. 55 states that recently, Chinese customs has repeatedly detected furacillin, a drug banned by law in China, in imported chicken products from the United States. To protect the health and safety of consumers, in accordance with the Food Safety Law of the People's Republic of China and its implementing regulations, the Measures for the Administration of Import and Export Food Safety of the People's Republic of China and other relevant regulations, the General Administration of Customs has decided to suspend the import of poultry products from Mountaire Farms of Delaware, Inc. and Coastal Processing, LLC from the date of this announcement.


 
A decline in the economy will have to be countered with lowering of interest rates, and that maybe what Trump was trying to do, before June when much of the next tranche of debt payments will have to be refinanced or not.
