The flip flop that you are talking about just left one country standing under the sun, getting ready to dry out.. rest of the world will happily trade with USA for another 90 days, and more, will milk USA as much as possible on price, and will negotiate when time is out..
Meanwhile Chinese bosses need to figure out what happened to all the advance orders of last 45 days, and whom will they sell to for the next 90 days.. funny times ahead... With a pause for 90 days on tariffs for all but China, USA has caught China with its pant down

Perhaps this time, we will create a new system and order that is fair to everyone, not just concentrated on one country.

Most Chinese importers will just first import to a country with a lower tariff and then re-export to USA. I am hearing that from a few a persons I know who import goods from China to USA.
As far as Bangladesh goes use 3 month to work out a deal. Buy cotton and energy from USA to bring down Trump calculated deficit. Soybeans should be cheaper from USA.
