While India exercises full control over the eastern rivers—Ravi, Beas, and Sutlej—utilizing over 95% of its 33 MAF (~40.7 BCM) share with significant dam infrastructure (~21.19 BCM storage capacity), the situation is vastly different when it comes to the western rivers.

The Indus, Jhelum, and Chenab carry around 135 MAF (~166.5 BCM) annually, but India’s existing infrastructure on these rivers is limited to just 3.6 MAF (~4.4 BCM)—mostly for run-of-the-river hydropower, not large-scale diversion or storage.

Simply put : The current infrastructure simply doesn’t exist to hold or divert such massive volumes. Any attempt to alter flow at scale would require years of construction, face international legal hurdles, and risk serious geopolitical fallout and even nuclear escalation

It doesnt work like that. TIbet is still the source of Brahmaputra and China still controls the headwaters of that river. Dams at the source give China the ability to store or alter water release timing, even if total volume impact is limited.
Brahmaputra is a highly sediment-rich river. Chinese dams could trap sediment, alter flood cycles, and disrupt the downstream.

China has already shown on the Mekong River that control over headwaters, even with lower contribution to volume, can have outsized impact downstream during droughts.
Just google the impact of China controlling Mekong Headwaters has had on downstream countries.
That can easily be countered by building dams in Arunachal Pradesh, which already started. Indian government already approved an 18 Billion dollar dam project to build our largest dam in Arunachal Pradesh, few km downstream from Chinese dam. This dam has the ability to store 9.2 billion cubic meters of water, enough to capture the entire water Chinese dam in the great bend can store (5.2 billion cubic meters). This dam is built to negate any possibility of China using its Dam to flood Assam or Bengal.

Pakistan should also consider naval blockade like secretly taking assistance from china and harassing Indian cargo ships in international waters. Time to use air force in international waters. We can easily do it. Gwadar and karachi comes first and then Indian ports. Map supports us. Sabotage operations include boarding Indian oil vessels and forced them to move in our waters and later sink them and openly show it to international media. There are many sabotage operations that we can do. If modi ever try to fly from our airspace, use f-16s to shadow the passenger plane. Use aggressive maneuvers. Why hit their cargo ships directly when you can hire some sorry sons of Bs to do our dirty work. Aim is to hit them and increase their costs in everything.

That doesnt matter, what matters is Pakistan case now is stronger then ever. It justify everything Pakistan have done to take back IoK. It was always about water.

Basically Pakistan was fighting for survival and now nuclear war is real possibility.
