He is not claiming the attack in Pulwarna 2019 on Indian soldiers but using 'Pulwarna' as a generic reference to not only that attack but also the subsequent events such as Indian strike in Balakot and Pakistan then shooting down Abhinandan fighter jet. He is saying 'after Pulwarna we went into India to beat them up'. Maybe slight wrong choice of words for brevity's sake.
Anyway, no one cares in today's world even if he would directly admit all the attacks in India. The world has too many other worries. Pakistan and India and their respective narratives are way down the priority lists unless a major war starts.

I agree, the best chance for a peaceful settlement was likely during the Congress years or even Vajpayee’s tenure, when there was genuine effort from the Indian side to move forward. Unfortunately, certain groups in Pakistan seemed to believe they could extract more by holding out for an 'all or nothing' outcome, which ultimately helped neither side. Today, with India’s growing economic weight and shifting global dynamics, there’s understandably less urgency to revisit old proposals. Diplomacy is never off the table, but it requires sincerity, mutual respect, and realistic expectations and at the moment, that seems distant.

It was the political chaos in Pakistan starting 2007 with several major events like Lal Masjid operation, the Judges Movement, Benazir's Assassination, sudden and rapid rise of terrorism in Pakistan. All those combined to led to Musharraf's removal from power in 2008 and that killed the Musharraf-Manmohan rapprochement.
It was not lack of sincerity on Pakistan's side but very unfortunate series of events. But that's the story behind Pakistan's problems: Lack of continuity of policies and that's why I believe Pakistan needs whatever form of govt for the next 15-20 years to keep focus, devise policies and implement them; that discussion is beyond the scope of this thread.

As I have said, we are ready to listen but you must contact.Your government is talking to everyone except pakistan. May be we can help each other this time. We sincerely want all issues to be resolved so that we both can prosper. Your government must talk and respect will be given from our side. Nobody wants war. There are many things similar between these two nations but not all. Let’s enjoy biryani and talk in a good atmosphere. I understand that your civilians died during attack but you must also look at our internal situation. Proxy war should stop from both sides. Meet us. Make a framework, implement it. Visit each other and build trust.
