There is definitely some warming up of relations between America and Pakistan since Trump came back to power. Behind the scene cooperation is there on multiple levels, one of them Pakistan supplied/supplies 155 mm artillery to Ukraine.
Pakistan was pushed for concessions in South Asia when Americans were stationed in Afghanistan; Pakistan resisted that. Americans are not in Afghanistan anymore. No need to push Pakistan anymore. On the contrary: The $300+ million for F-16 maintenance given by the Trump administration when most other foreign aid was being cut is clear sign of some warming up of relations.
Anyway, let's see what Rubio can do: It is India which needs an off-ramp more than Pakistan.
