I've checked. According to the Indus Water Treaty between India and Pakistan, India has full access to the Satluj, Beas and Ravi rivers. That is to say, India can utilize these three rivers in any way it likes and in fact India has fully exploited these three rivers. There is no arable land in Pakistan today that is dependent on these three rivers for irrigation.
