I really don't think India's threat of IWT will hold. IWT was more in benefit of India than Pakistan. Lower riparian countries have equal rights to all rivers flowing into them, based on the ratio of river passing through any given country's agricultural land.
Without IWT India would have rights to 20% - 25% of each river at the most and Pakistan would have rights to 70% - 75% of each of them, according to UN Watercourses Convention.
With IWT India got 100% of 2 rivers and 20% of remaining 3 rivers. If India cancels IWT, then Pakistan would be in its right to destroy not only the new attempts, but even existing reservoirs on the 2 Eastern Rivers will become illegal. Nobody can blame Pakistan for destroying any such reservoirs. That is why India placed the treaty in abeyance and did not cancel it because they will force Pakistan to change its terms at best. They are not stupid enough to cancel it entirely and shoot themselves in the foot. All the current rhetoric is only for public consumption until any discussions are done.
The only thing India can do is to keep the treaty in abeyance and annoy Pakistan during that time by making water storage irregular, but that is only allowed for 1 year. After that the treaty will automatically stand cancelled. As the end of 1 year period closes, India will have 3 choices:
- Restore the treaty at the last moment to stop it form getting cancelled
- Let it get cancelled, which will put all 5 rivers under Int'l law and India immediately lose the 75% share to the 2 Eastern Rivers
- India can push Pakistan to discuss the treaty again which Pakistan can ignore entirely or maybe consider it depending on how good of a boy India acts.
