This is exactly correct.

Not only can Indians not prove their allegations against the Pakistani state, but furthermore, multiple south Asian nations CAN prove Indian complicity in state sanctioned terrorism against them. Kulbushan is one such smoking gun. But India has openly (and proudly) supported BLA, LTTE, mukhti bahini in decades past, who are/were all established terrorist organisations acting against the national interests of multiple south Asian nations. This list is incomplete, merely a few pertinent examples.

Beyond South Asia, Indian state supported operatives (a la Kulbushan) have been accused in nations as far away as USA and Canada for indulging in offshore terrorism.

Despite this long established and complete normalisation of terrorism export by Delhi, these Internet fanboys have the audacity to declare Pakistan is complicit in the Pahalgam attacks.
