If Pakistan launches shaheen 2/3 with MIRVs loaded with conventional weapons, will it be considered nuclear strike by India?

No need for Ballistic missiles, Babur/Raad/Fatah can do the job, no risk of losing a pilot, or can also use Turkish drones to launch REK Guided bombs.

Fatah is good, but don't you think there is a chance of cruise missiles getting intercepted? Also they wont make as spectacular show as compared to mirv shaheens?
