From the day one, the claim of “not even one drop” was made by only illiterates and not any informed person. Even the Indian government had just suspended the IWT. That did not entail “not even a drop of water”.

In retaliation for a deadly militant attack in Pahalgam, India has suspended the Indus Waters Treaty with Pakistan, threatening to block Pakistan’s vital water supplies and risking regional stability in South Asia.
"A roadmap was prepared in the meeting. Three options were discussed. Govt is working on short-term, medium-term and long-term measures so that not even a drop of water goes to Pakistan. Soon, desilting of rivers will be done to stop the water and divert it," Paatil told the media after the meeting.
