All societies should be exclusively merit based and welfare be limited to food and housing, the absolute basics.

First, I do not believe the US embassy should be interfering in the internal affairs of other countries.
Secondly, after the 1960s, when Black Americans were granted full civil rights, DEI played a crucial role in helping them integrate into society. Without these initiatives, they would likely have faced significant barriers and remained far behind in terms of social and economic progress. Over time, other ethnic groups also benefited from these policies, which is a point that can be debated.
However, as I have previously explained, DEI are not solely about promoting racial minorities. More importantly, they support individuals with mental and physical disabilities. For example, people with autism face significant challenges in the workforce, with fewer than 20 percent currently employed. If these initiatives were removed, most of them would likely lose their jobs, perhaps with the exception of those with high-functioning autism.
On the other hand, I agree with your last point that all societies should ultimately strive to be merit-based.
