If s400 is down then why PAF isnt crossing border?

S400 isn't the only thing that was keeping PAF at bay. Within Pakistani borders...with the backing of other assets it is more advantageous. Why would u want to lose that advantage to bomb something that can still be bombed from within Pak's airspace with standoff weapons or drones/missiles?
