Could be that the french demanded the Rafales be moved away from Pakistani border.

Or it could be that the Indians are no longer confident and would rather use them against a weaker airforce (BD) to score points.

If you watch this video it shows PL-15 also and how it gets near the jet and suddenly speeds up and bangs it.
There is no other video available where a beyond visual long range missile is actually shown hitting the jet.
The ones available are either game vidoes or other CG videos.

I did watch it, the only difference from 2019 is that that was day time, this is night time and since PL15 has two rocket motors we can see the send motor in action as well right before hitting the unlucky target.
