"A Zionist State at Any Cost" , was the ethos of David Ben Gurion and is what Israel has followed since day one. Mix this with Jewish supremacy and its why there are no limits, morals or ethics in Israel's war on its opponents.
Muslim world hasn't done any better. The least that could have been done would be to sever diplomatic and trade ties with Israel and speak against it in media and international forums. But we only hear silence.
The Arab regimes (with few exceptions) abandoned Palestine long long ago, starting with the Egyptian treaty with Israel in late 1970s all the way to the Abraham Accords. They quietly agreed to sacrifice Palestine to Zionism and get money, weapons and Western support for autocracy in return. This forced the Palestinians to go to Iran for help, which further enraged the Arab regimes. This is why on the internet you find Egyptians, Saudis, UAE etc cursing at Palestinians and blaming them for their plight, just like the Zios do.
Unlikely. Hezbollah does have a small secret presence. Russia is still based in Syria and lots of previous Syrian government elements.
