Normally Pakistan abstains if they know majority will vote for the resolution. If needed Pakistan will vote in favour of Iran.

Iran-Iraq war ended 1988 , and since than Iran has generally been a very dormant quiet nation, sure some ties with regional neighbours but that is just normal diplomacy

The gesture to allow IAEA , in was done at different time , when for instance no genocide was taking place in Palestine , there was two state solution in place

  • Iranian generals were not targeted
  • Now Iran itself has evidence that IAEA was involved in leaking name of scientist to enemy nation (for Iran)

Now the ball game is different, there is a Genocide in Palestine and various grave actions have been taken against Iran

Perhaps Israel feels bold that if Russia is busy , it can threaten Iran Unilaterally and then they can live happily ever after in the fancy villa
built on Gaza and West Bank

At least that seems to be the general posture seeing from Israel attacking Iran stories
