Israel seems to have a clear strategy to exhaust and destroy Iran’s military & nuclear capability over then next few weeks.

Iran’s “strategy” is “lob as many ballistic missiles & drones as you can & hope some hit something”. This is not a “strategy”

They have, but the issue is that most of Israel's military targets (including the IDF's HQ) is located within civilian areas, using civilian infrastructure as shields.

Even if Iran is super precise, civilian buildings would be hit regardless, because that's exactly how Israel has designed their military infrastructure.

I think Iran should not focus on military targets. the goal should be to inflict maximum damage to Israeli economy

Realistically, a prolonged war against Israel, which receives unlimited support from US, is impossible for Iran.
If war has already begun, the only option is to target soft targets with a minimum missiles, inflict human casualties on the enemy, and foster a sense of war fatigue.
Missiles shoudn't wasted like fireworks in quantities.
If the IRI still harbors the illusion the war can be stopped, it's time to face reality and prepare for what lies ahead.

Deliberately targeting soft targets has the opposite effect. It does not induce war fatigue, but rather has been shown to be a cause of increasing pro-war sentiment. After all, families who's relatives have been killed are more likely to seek revenge than they are peace. It's why Hamas continues to sustain its numbers.

Iraqi forces outside cities were destroyed. Iraqi forces in cities put up a fight but could not destroy American Armor and were routed with sheer pacing. When the news of routing spread, some forces abandoned there positions. But thousands of Iraqi troops and irregulars died during the invasion.

Plus Iraq had no airforce, no tanks, no missiles, no drones, most of all they had no supporters as Saddam had invaded every single country around him and the population hated him.

In contrast Iran has all of those, other than a good Airforce. But Missiles seem to be doing real well as a substitute for now. And despite all Israeli propaganda seems like they have a population that will die for their leaders. Israel's former PM said so, that we can take out a leaders or few, but we can never take out a leadership behind which, 70 Million Iranians are standing with their lives.
