No aircraft is useless against a F-35. A pilot operating a thousand miles from base wants to drop his load and go. He hasn't got the fuel for a dogfight with any aircraft, which will be disruptive to his mission. And it is also the radar/BVR capability of an aircraft. Pakistans most capable aircraft for a long time were re-furbished Mirage lll aircraft suitably upgraded.

The Syrian air force kept the Israeli air force at bay for years with Mig-29's.

Honestly too late and too impractical for Iran to develop a fighter aircraft system. Bringing Pakistan into this discussion would not be good comparison at all because Pakistan-India rivalry is old where the Pakistan Air Force has groomed itself over the decades to fight India and really created a topmost class ecosystem of integrated air defense and offense with considerable Chinese help. Some videos by the Indian analyst Pravin Swaheny should help understand what I am saying.
Iran will be a huge wasting money on fighter jets. If they even manage to fly then would be shot down but most would be neutralized before even flying. Better invest in potent air defense systems and surface to surface missiles to target Israel.

The infrastructure can be rebuilt. People are still ok, so short term impact.

Quite the contrary, BJP and Modi have, ironically, been a blessing in disguise from Pakistan’s perspective. Their predecessors, the Congress stalwarts(read snakes), were far too polished and politically astute; they cloaked their deep seated biases in the garb of secularism so convincingly that even many Muslim nations and the West bought into the myth of a pluralistic India. But under the brash and belligerent leadership of the BJP, India’s mask has slipped. Its true colors (majoritarianism, religious intolerance, democratic decay etc) stand exposed. Far from the global darling it once was, India today is more fractured at home and more diplomatically adrift than ever before. This is in Pak's interest that Iran will not fall against Israel and remains a potent adversary to Israel but this will be never in interest of Pak that Iran builds Nuke.

Pakistan nukes mostly target India but am sure they must reserve some for Dimona and TV

the BMs will be shot down before they reach israel. need a platform that can get close enough undetected (sub-sea/stealth/whatever) and then launch whatever payload it carries. and in numbers. along with a strong EW and air defense network

Essentially you are asking for the status quo to continue, but it is no longer tenable. Either Iran falls, or Iran builds nuke.
Pakistanis have to make a choice regarding which version of Iran they can live with.
