Very difficult to say. One school of thought is they are conserving for the US attack. Another is that they have suffered massive losses in missile and launchers. A final consideration is they are holding back in hope of a diplomatic solution....

If they have capability, I absolutely agree. I still think be calculated but with more punch/intensity and wider range of targets. It is too much on calculated side still.

Now if there is a urgent need to conserve missiles/launchers, then we can't blame the people in the battlefield.

Wonder why war scenario wasn't simulated. Somebody should have assumed Western Iran would come under attack and many spare/replacement launchers will be needed. And even if stuff is hidden underground, make sure openings and silos can be concealed or remain operational even after attack .....

Publicly available information says there around 25 missile bases in Western Iran each with 25-50 missiles.

Israel tried striking all of these. They can't get to the stuff underground but try to strike openings/silos/tunnel shafts.

Iran is great at arming/funding/training non-asymmetric movements in the region. It can turn otherwise sloppy movements into real and respected players, pretty quickly.

It may have not prepared enough for a strike on its homefront. Or couldn't afford to. Even Egypt which has been preparing for decades may still have its airspace easily violated by Israel. Especially Sinai region where Israel could potentially establish air superiority.
