They didn't have the intent. They had all the tools needed to build the bomb but they never had the intent. Similarly they didn't have the intent for an AF, AD, Navy etc.

Waiving white flag would mean end of the Islamic Revolution in Iran, so it won’t happen. US wants unconditional surrender from Iran, which is never gonna happen. So, what options do they have other than maintaining this current war of attrition?

They like playing with hypotheses. Plus, it doesn't directly affect them so they just A/B test other variables and see what clicks. Problems with Muslim countries is they do not have a scientific approach to things.
