They weren't convinced after what happened to Saddam and Qaddafi? I find that hard to believe.
IMO, Iran has been on the quest to develop the capability all along, but has struggled with the technical challenges and acquisition of key components. Whereas, Pakistan had China's tech support they also established an extensive smuggling network to get key components and know-how out of the West back in the 70's and 80's when surveillance and scrutiny wasn't as robust as it is post 9/11. As such Iran has struggled in put together the actual device.
Exactly what I was thinking. Everyone thinks that it's the fatwa that stopped Iran from building nukes. However, it's entirely possible that they tried but couldn't. Someone needs to help them.
