If you are working with people that hire on basis of the certificates , then you are working with bottom of the barrel agencies in India.The funny thing is thing is I see hoardings saying "Telugu home tuition classes for your children.. $60 per hour, Call 1-800-XXX-XXXX, " This has actually reached a point that the caste, linguistic and other intra-Indian tensions have started to impact the workforce. There is an Andhra lobby of recruiters, then the Tamil, Kannadiga and Maharashtra lobby. By far the Andhra ( or minority Telengana ) lobby is the most active.
The process is pretty straightforward:
The hiring manager works with recruitment agencies delving into the data "semester course completion certificate undergraduates " ( c3) from thousands of garage rooftop "engineering colleges " with "donation fees". AI develops a resume that exactly matches the hiring requirements, and the phone interview is taken by a " Munna Bhai " for a fee.
After that it is simple. The sponsorship letter is sent to the Consulate in Chennai and the " techie " arrives in the US. Six months later he heads home to be married and exactly a year later his spouse delivers a baby anchor ensuring his future citizenship. Work ? That is done by the "goras" or the white people.
Ever since I found out about the scam I asked for accreditation and mark sheets of the candidates and either in-person interviews on site in Hyderabad or at least Google zoom video conferences. Google zoom doesn't work perfectly because, a voice over with Munnabhai speaking on a remote mike sometimes happens with the guy in the camera deliberately lowering his head or attempting to lipsync or the most common way freezing the video frame (with apologies blaming the network).

I have a software company in India. No Indian company values any degree / certification. Those are only entry points to our aptitude tests. In my company we then have written tests and in person interviews.
I am an IT professional but luckily I am at the tail-end of my career so won't be dealing with such things for long. I have dealt with Indians some. When they are your peers they are mostly okay; not great talent not with good language skills but okay. But when they have power over you then it's nasty. I actually left a job a few years ago because the company was acquired by an Indian company and with that came a jerk manager with his horrible attitude. He even pissed off white senior guys from the previous company but his domineering was especially reserved for me. I didn't put up with him and gave my Two Week Notice. They let me go the same day. Mutual good riddance.
I prefer to work with white Americans. I have been here for a long time and can relate to them a lot better than with talent from India (or China/Latin America etc etc).
BTW, as much as I want peace between India and Pakistan, I have come to conclude that we are not the same people. Some genetic overlap, sure. Some jokes, food overlap, sure. Some entertainment/shows overlap, sure. But over the last 8 decades we have evolved to be different enough. And Western tourists note that when they go to both countries. Even my many first cousins in India sound and feel different. Much like how the North and South Koreans have become different.
We have a 3 month probation too.Its not "bottom of the barrel agencies", It is the agencies affiliated to TATA Consultants, L & T, Cyent , who supply their manpower and then arrange for the engineers to first work on contract and then get a H1 sponsorship. The problem is that Tata's, L & T and others themselves get duped by these manpower agencies that fake resumes.
- We initiated written competency tests and a 3 month probation period with hands on shop floor or field level work, assessed by supervisors
- To check if the resumes were genuine two references at place of previous employment of the candidates is needed. Our HR is tasked to reach out to verify those references and arrange conversations with the Hiring managers.
The alcohol and drug culture has ruined the generations from the very young age… Wednesday nights are party (alcohol) nights in universities, not serious about future then Friday and Saturday Nights as well are club nights…
The Western culture what I have learned is used to living with council funds aka benefits… a working class earning 2k £ a month saves as much or even less than as the one living with benefits.. council houses, council food , no worries about bills or council tax…. The workforce culture has ended here…

Sometime around 2006 is when I started noticing Indians in IT. By 2008 jobs were being outsourced to offshore Indian teams. By 2010 those offshore teams became in-house H1-B teams.
That's partly because of political correctness and partly because Indians know how to play office politics. Western companies love to promote non-whites to show diversity, and Indians capitalize on this Western penchant.
the software industry because, unlike real engineers, software engineering doesn't require certification. Anybody can put any title on their resume and, as long as they can bullsh!t their way through the interview, they get in. Then it's just a matter of winging it.
Once one gets into a hiring position, you're cooked.Part of it is merit but a lot is nepotism. Indians tend to hire Indians - period.
More so, even in that there are divisions where certain Indians from certain regions want to hire Indians from that region

Also big companies are happy to hire them because they're cheap. We're going to see it in the UK now.
They're not cheap.
I have worked in financial and other industries which pay well above average, and these companies are flooded with Indians. As I mentioned above, as long as the company hires competent people in the top 20% that matter, the middle and bottom 80% can be flooded with Indians without noticeable damage. In top companies, even that 80% pays extremely well.
