Just see the much maligned and made fun of story of the 90 degree Bridge in Bhopal.
The way everyone is pointing fingers at each other - departments refusing to work together - people being hired not on merit - etc.
Is a clear reflection of the issues within India’s state institutions and programs.
Have the money needed
Even have good knowledge and ideas
But the whole back and forth, delays, red tapes and all means everyone just wants to get the rubber stamp and get over with it. Then celebrate it with coconuts and garlands later.

Pakistanis should PRAY with rubbing their foreheads on the floor to Allah that this culture in India never changes.
This is what keeps you safe and surviving.
Pakistanis have similar tendencies as well - save for the overwhelming lopsided power structure - which in its cancerous nature has benefits that it allows that thin veneer of competent people - both in and out of uniform - to say “Shut up and do your job right”.
May Allah keep these people safe, give them greater impact and grant others the guidance to do the same.

India will never come close to any of the above nations despite the total GDP size as long as they remain like this....
I believe this is what Israelis also did...........and as much as I would hate to say this to the otherwise Anti-Israeli Pakistani nation, learn from Israelis more than anyone else......they started in similar situations and similar challenges....but took full advantage of the opportunities that Americans and Europeans gave them.
