Yes, indeed a rogue nation. Israel may have a role in American strategic goals in the region but Israel overshoots, thus dragging America into the Middle East quagmires at the expense of America's own global interests. The top priority for America is China but we rarely hear about the 'pivot' to Indo Pacific or what the QUAD is doing or even about the Chinese consolidating its gains in the South China Sea.
A point may come, if the region gets into another war where even the Americans would reign in this 'pitbull roaming the street'. There is so much Americans can do because they have global interests.
However, it is not unfair to say: RIP to Syria.

In June 2013 al-Nusra claimed the "storming and cleansing of Hatla" during which 30 to 60 Shia civilians were killed as part of a wider campaign of sectarian cleansing in the Deir ez-Zor Governorate.

On 12 May 2016, rebels led by al-Nusra Front massacred 42 civilians and seven NDF militiamen while kidnapping up to 70 people after taking control of the Alawite village of Zara'a in Southern Hama

Al-Nusra was also behind suicide bombings in Lebanon directed against Alawites and Shia populations, including the 2015 Tripoli, Lebanon bombings
