Israelis are self-proclaimed 'The Last bastion of the West in the Middle East' and even take part in the Eurovision events. That should tell everyone that they are a colonial power which thinks it is too good to belong to the region. This colonial power, like other European or non European powers throughout human history, exists by divide and rule and by threatening its weaker neighbors.
Arab countries, in order to buy short term gains of peace and being on Washington's 'good side', are going to continue to dig their own graves if they think Israel will not force them to get trade/commerce concessions, force them to buy expensive weaponry they wouldn't use, and infiltrate them with spy networks. In short, they are going to continue to live as subjugates of Israel and Israel's remote mentors.
So, yes, Israel has a strategy, backed up by the mightiest Superpower in human history. Arab countries are not only weak but their perceived backers like China and Russia are too myopic to capitalize on the opportunities given to them by the Arab-Israel conflict to advance their own goals. Russia missed a HUGE opportunity to bleed Americans in Afghanistan for two decades and six months after the American withdrawal from Afghanistan, America has severely bled Russia in Ukraine.
