I have a feeling the truth is far from black and white, likely Iran didn't have the money to fork for technology transfer, and now with Russia in a major war with a NATO armed country, it needs to focus production on maintaining it's top frontline fighter which right now IS THE SU 35.

It's too late. What good would leaving the NPT do now? It will just invite more air strikes and sanctions, and the country will fester like 1990s Iraq.
