Now as for CCA (Collaborative Combat aircraft) drones are concerned, the road block here will be Pakistan's own doctrine and not just switching productions from Jeff to one of CCA.
The lack lf mass production and adoption of UCAVs against militants and their networks in Afghanistan was mainly the lack of doctrinal change. Pakistan still prefers sending poorly trained and armed paramilitary to clear a mountain cave then sending an Akinci or TB2.
So the question is, is PAF willing to tinker with their doctrine by adopting the CCA? It not, how is the production line going to kick off if the main customer isn't interested?

So I have a different but nuanced take.Frankly in my opinion all system with range beyond 300 or maybe 500 km should be PAF
operated. Long range strategic strikes by definition should be PAF, and PN in support with sea based variant.
ASFC, in the nuclear role should have been part of PAF, and the new rocket force ditto. At least with the former it’s under direct SPD control.

IMO(i dont have any personal experince regarding these )the PA AD should have air defence circle up to the MED RANGES and should be operating medium range air defence systems like the newer hq9c or older hq16...while the longer and more sophisticated systems be under PAF...like the hq9 etc...So I have a different but nuanced take.
I know you're talking about strike but hear me out. For air defense:
I think long-range and high altitude air defense should be exclusive domain of the PAF. PA AD should exclusively deal with SHORADs. PN should have more "room" in terms of altitude and range than PA AD, because they're in the sea but even they should and do leave aircraft flying to the PAF. This delegation in the absence of true coordination is a practical solution for Pakistan. Clearly the PA AD is not conforming to this and I believe causing needless integration and duplication issues.
For conventional strike:
Since this does not need a level of synchronization needed for AD (unified C4 for example), and because PAF is stretched thin whenever there's a conflict with India, I believe that PA should have their own long-range strike element. In fact, I believe it was this absence of long-range strike element that we saw May 7 to May 10, for which they've created ARFC. Who knows if it'll be successful but IMHO that's the gap they are trying to fill.
For nuclear strike:
I honestly don't know enough about how these complex chain of commands should work for a nuclear role so I have no opinion here.

On 5th gen platform, it's actually not too many unknowns. The doctrine shift needs to take place for many reasons. For example. we have nearly 150 aircraft needing replacement. Our enemy is inducting 83 LCA's by 2029, 60 SU-57's, nearly 150 Rafale's, also 250 SU-30 (super Sukhoi's soon), not adding Mirages and Tornados. And a vast layered AD network of around 5-7 S-400 systems plus nearly a dozen LR-Sams near the border and deeper inside India, focusing ONLY on Pakistan.
How do we counter it? We need stealthy planes as much as possible. 4th gen, 4.5 gen won't cut it. Logic is simple, you can't try to attack what you can't see! One thing is for sure, the layered AD network gives them view and attack capability deeper inside Pakistan. S-400 is now their new first line of offense inside our airspace. Only larger number of stealthy airforce can counter it. Can't see, can't target!
Single engined stealth drone in two configurations, manned and unmanned, built in China and Pakistan simultaneously, will fill up our numbers very quickly. We can also integrate 5th and 6th gen equipment as we'll be at the same level the Chinese aviation industry is. And the unmannned version, while giving us a numbers boost, will be cost effective around the same level of a JF-17 block III if I can guess. The money we've spent so far on PFX, will be reused by using advance PFX electronics equipment into this new stealthy platform.
The PAF had this in mind already starting 2035. The airchief has said that by 2045, Pakistan airforce will be a majority 5th gen airforce. The issue is, with our enemy's upcoming posture explained above, this strategy should execute now, build an internal 5th gen industry and move us on the same level as China for interoperability of future weapons. Post 2028, they won't support the JF-17's or J-10C's so we need to include a platform that brings stealth, needed lethality, numbers and industry standard inter-operability for future 6th gen weapons to easily integrate. This is a smarter, wiser future strategy, free of "experiments" and gets us into 5th gen world in large numbers.
