Suppose you do wipe out the Fitna-e-Hindustan and bring complete peace. Then what?

Who will set up those industries? Why would they set up industries in Gwadar and not closer to their home bases at Lahore or Karachi. How do they get skilled employees, managers? How many of them will be willing to move out of their own home provinces to take up employment there? How long will it take to skill up locals to take up jobs?

The same reasons my relatives and siblings have business set up in India and Egypt, they say Pakistanis can do exactly the same work but only issue is they don't feel safe, don't want to be blackmailed, or threated for bribery. In India and Egypt they make it easier to invest, provide you with security and protection. Millions of Pakistanis move to GCC for jobs so I am sure it's no issue moving to Gwadar, Gwadar will be tax free aswell. China will also set up industries, use Cpec/Gwadar as trade route. The potential is high. The rest you mentioned will slowly follow.

Why do you think that these projects weren't initiated from the start ?
What was / is the hindrance in pursuing these projects?

Pakistan is a Westernized country. CPEC, on the other hand, is a project proposed by China and agreed to by the Pakistani central government. Its original concept was based on the Chinese model. This leads to some fundamental differences between the two countries.

For example:
Pakistan's local governments have considerable power, significantly influencing central government decisions and even refusing to implement certain central government decrees. In contrast, China's local governments are 100% obedient to the central government, without any resistance.
Pakistan allows land privatization. If a private landowner refuses to sell their land, the Pakistani central government is powerless. In China, however, all land is state-owned.
Of course, there are many other differences. Why is China able to complete so many mega-projects in such a short period of time? Why are large-scale infrastructure projects in Western countries so slow? This is why.

These problems are fatal to large-scale infrastructure projects. China will not interfere in Pakistan's internal political issues. All China can do is maintain constant communication and coordination. We communicate with the central government as well as with local governments. Often, we even have to communicate and negotiate directly with landowners.

However, there are many issues China cannot resolve. For example, issues concerning the distribution of benefits between the central and local governments require Pakistan to resolve these issues on its own.
For China, the core mission is to complete the construction of this line. Our focus lies solely on the starting and ending points. Route planning is based solely on construction costs and conditions. But which areas will these lines pass through? Which areas will they not? Any small change will have a significant impact on the interests of local residents. Just like how properties close to subway entrances are inherently more expensive than those further away, the location of subway entrances determines housing prices.

Pakistan doesnt have spare 100B dollars to build Gwadar and Cpec, to build all the infrastructure, no nation is willing to invest billions in to Pakistan except China, our biggest ally. Pakistanis need to appreciate this, work with China, build up everything. If millions of Pakistanis get jobs in Gwadar and Cpec this is more than enough for us. Ofcourse China is not going to invest 100B without any profit, or with high taxes. Pakistanis need to stop their incompetence and genuine work towards this. Sell this to the people of Balochistan, show them how they will too benefit with jobs, and slowly their areas will be built up. The potential for success is high if only we have competent people in charge.

Pakistan can easily set up Cpec/Gwadar investment fund and Pakistanis from all over the world would invest billions annually but ofcourse we all know the money will be eaten up by the corrupt. Incompetence is what is destroying everything.

This isn't a question of upfront investment, but rather one of profit distribution. China has sufficient funds to address the investment issue. But how will the profits be distributed after construction is complete?

Low upfront investment means low profits later. High upfront investment means high profits later. No one will accept a distribution plan that offers low upfront investment but high profits later.

This isn't just an issue between the Chinese government and the Pakistani central government; it also involves related issues between the Pakistani central government and local governments, and between the government and landowners. If any link is not negotiated, the project cannot proceed smoothly.

In Pakistan there is no gurantee of security of investment, no rule of law.

Exactly. Physical security is not enough. You need a legal system which will give your businesses a reasonable surety that if they invest, they will be rewarded for their risk and their capital.

Prime Minister Shehbaz Sharif has cautioned ministries and divisions against any complacency or delays in implementing agreements under the $8.5 billion CPEC 2.0 programme, warning that strict action will be taken against those responsible for slow progress.

Chairing a high-level review meeting, the premier said that while the Pakistan-China B2B Investment Conference in Beijing earlier this month was a “tremendous success,” the real challenge lies in converting the signed agreements into binding joint venture contracts to ensure the inflow of Chinese investment.

He underlined that CPEC’s second phase would prioritise agriculture, Special Economic Zones, mining and minerals, and the upgradation of the Karakoram Highway. “History will never forgive us if we fail to take advantage of this opportunity,” he said, adding that the government was accountable to the people for delivering results.


The prime minister praised the efforts of federal ministers, secretaries, SEPC, and officials who organised the B2B conference on September 4, where memorandums of understanding worth $8.5 billion were signed. He also referred to his recent visit to China for the 2025 SCO Tianjin Summit, where he held meetings with President Xi Jinping, Premier Li Qiang, and other global leaders.

At the same time, PM Shehbaz noted Pakistan’s growing partnerships beyond China. He pointed to fresh MOUs with US-based companies in gemstones, mining, and minerals, which he said would not only bring valuable technical expertise but also reflect improving Pakistan-US relations. He stressed, however, that these new ties would not come at the expense of Pakistan’s “strategic partnership with China,” describing Beijing as Pakistan’s great friend and brother.
