Pakistan Minerals and Mining Updates

Canadian real estate agents have lots of stories about cash flow from Pakistan, end up landing in million dollar homes ...a reason why a few hundred thousand homes are over a million dollars ...

I've been looking into Canada for a while now. I remember when the real estate option was open. Now, I believe there is just an investor visa in certain provinces that requires investment in a local business; many of these guys, I'm going to guess, purchase up gas stations or c-stores.

Breaking news, the Chinese government has already rejected the US's request for negotiations.

Trump seems to still not realize that the Chinese government's to decouple is irreversible. Once an industrial country like China has the industrial achievements generated by decoupling, it is impossible to stop the decoupling. Because these achievements will inevitably about the "beneficial interest groups due to decoupling".

Now that the trade volume with the US has dropped to 9% of China's total foreign trade, is still fantasizing about negotiations. Trump should sober up and spend time arranging for the supply chain to be replaced as soon as possible.

Pakistan keeps China in loop about mining cooperation with US, says Beijing

Chinese foreign ministry spokesperson Lin Jian addresses a regular press briefing in Beijing, China, oct 13. — Chinese foreign ministry website

China’s foreign ministry has said that Pakistan keeps its strategic ally aware of its cooperation with the United States in the mining sector, and the two countries have maintained a “high-level strategic mutual trust and close communication”.

“The two countries have maintained high-level strategic mutual trust and close communication on major issues concerning each other’s common interests. From what I’ve learned, the two countries have been in communication on Pakistan-US mining cooperation,” said spokesperson Lin Jian.

US Strategic Metals, which signed a memorandum of understanding with Pakistan in September to invest roughly $500 million to establish mineral processing and development facilities in the country, recently dispatched its first consignment of mineral samples to the US to advance the deal.

The sample shipment, prepared locally in collaboration with the Frontier Works Organisation, includes antimony, copper concentrate, and rare earth elements such as neodymium and praseodymium.

Pakistan also exports nearly $1.2 billion worth of copper ore to China annually and is expanding cooperation in the mining and mineral sectors as well with the close ally. China produces over 90 per cent of the world’s processed rare earths and rare earth magnets.

The 17 rare earths are vital materials in products ranging from electric vehicles to aircraft engines and military radars. Exports of 12 of them are restricted after China’s commerce ministry added five — holmium, erbium, thulium, europium and ytterbium — more last week, along with related materials.

Lin Jian, spokesperson of China’s Ministry of Foreign Affairs, was asked about the mineral shipment to the US and its alleged link to China’s curbs.

He stated that Islamabad and Beijing have been in communication regarding the mining activities and “Pakistan stressed that its interactions with the US will never harm China’s interests or its cooperation with China”.

The photograph was released by the White House, after a September meeting in the US, and showed Field Marshal Munir pointing to the contents of the case and Trump looking at them.

The spokesperson said China’s recently released export control measures on related rare earth items “have nothing to do with Pakistan”.

“It is a legitimate action by the Chinese government to refine its export control system in accordance with laws and regulations. It aims to better defend world peace and regional stability and to fulfill non-proliferation and other international obligations,” he added.

He reiterated that China and Pakistan were “all-weather strategic cooperative partners” whose iron-clad friendship “has stood the test of time’’.

Last week, China expanded its export controls over rare earths and related technology in a move to further tighten its grip and dominance on the critical minerals key to the energy transition.

Five more medium to heavy rare earth elements — holmium, erbium, thulium, europium and ytterbium — and related material will be added from November 8, China’s commerce ministry said.

The rare earths will join over twenty elements and related materials already listed, in each case forcing exporters to apply to Beijing for licences before selling overseas. China has also separately banned exports of gallium, germanium and antimony to the United States.

Islamabad: October 17, 2025

Prime Minister Muhammad Shehbaz Sharif inaugurated the upgraded Geoscience Advanced Research Laboratories (GARL) of the Geological Survey of Pakistan on Friday. Field Marshal Syed Asim Munir, NI (M), HJ, Chief of Army Staff (COAS) alongwith Federal Ministers and distinguished foreign dignitaries attended the event. The event marked a significant enhancement of the country's mineral research capabilities, drawing high-level attention to the development of Pakistan's mineral sector. The facility, originally established in 1991, has undergone comprehensive modernization to meet international standards.

The revitalized laboratory complex in Chak Shehzad now holds ISO/IEC 17025 accreditation, certifying its technical competence for testing and calibration according to global benchmarks. This development enables the facility to provide internationally recognized analytical data required by mining companies for reserve estimation under JORC and NI 43-101 reporting standards.

Officials of the Geological Survey of Pakistan described the up-gradation and accreditation as crucial for attracting investments in the mineral sector, as it will provide the reliable data that international mining companies and financial institutions require for major projects.

Based on the legacy of over three decades, the modernized facility will serve as a state-of-the-art hub equipped to meet the evolving and demanding needs of modern mineral sector development.

On October 13th. In response to a reporter's question, the Chinese Ministry spokesperson clearly stated: Pakistan and the United States' rare earth trade had been communicated with the Chinese government in advance. China did not express any objections. The ore gifted by the government to the US leaders was Pakistan's gemstone raw ore, not rare earth ore.

Foreign Ministry Spokesperson Lin Jian: China and Pakistan are all-weather strategic cooperative partners, and the iron-clad friendship between two countries has become stronger over time. The two sides have always maintained a high level of strategic mutual trust and kept in close communication on major issues of common concern. To my, before the mineral cooperation between Pakistan and the US, the Chinese and Pakistani sides have communicated with each other. Pakistan has emphasized that its exchanges with the US will never harm China' interests and China-Pakistan cooperation. The ore samples shown and gifted by Pakistan's leaders to the US leaders were purchased by staff members from Pakistan's gemstone raw ore. The relevant reports you just mentioned are either unaware of the facts, or groundless, or even divisive, and lack any basis.

The export control measures on relevant including rare earths recently released by China have nothing to do with Pakistan. This is a legitimate move by the Chinese government to improve its own export control system in accordance with laws and, aiming to better maintain world peace and regional stability and fulfill international obligations such as non-proliferation.
It’s good that the Chinese ministry communicated the clarification, to combat the misunderstanding on social media:

The Pakistani system has found a way to weather the Trump years; Flattery, some mining contracts, and vague promises which Trump will maybe circle back to if reminded. Equally, it looks unlikely Pakistan will get any major weapons or other major investments from the US, so will quietly keep purchasing more advanced weapons from China in a lowkey manner, especially because it’s not obligated to talk about it openly.

But this just buys Pakistan a window to breathe, and by 2028, it’s likely Pakistan will be somewhat back in the cold in the US. This is the time to build up the other elements of influence: real economic revival via a plan to re-industrialize our industries and improving productivity; opportunities for foreign partnerships.

With Europe and the US ramping up military production, an economically stronger Pakistan, that can purchase some of these products (even probably just $500 million a year’s worth) could be enough to balance any influence Indian purchases could get them post 2028.

This mineral deal and the reassurance China has given means both powers have given Pakistan 3 years to build something on this, or only have themselves to blame if relations go back to the lower points they were last year.

Otherwise, if the plan of the system is to join the Abraham accords and this is the real reason Trump is so chummy, it will backfire. Selling out the national sovereignty will only unify and vindicate all the groups opposing the system. This is why real economic work has to be done so Pakistan doesn’t have to make these kinds of deals; at least not until there is a Palestinian state the Palestinians are willing to accept.

Reko Diq financial closure is delayed by USA gov shut down. Pakistan is waiting for USA Bank EXIM $100m confirmation for strategic reasons.

The global gold boom’s $150bn final frontier: Pakistan

The Economist article discusses Pakistan's Reko Diq copper-gold mine in Balochistan as a $150bn untapped opportunity amid the global gold boom. It highlights vast reserves, potential for economic growth via $3.5bn recent financing from ADB and others, aiming for production by 2028. However, it warns of challenges like security risks from insurgency, human rights concerns, environmental issues, political instability, and water scarcity that could bury the promise if not addressed swiftly. Now revenue expected $150bn. It was $60bn initially but after gold/copper boom worth of Reko Diq will keep increasing. And more suck reko diqs will be found soon.

At current gold/copper prices Reko Diq is now worth $250bn. $400bn by 2035. we are talking about $10bn exports from Reko Diq alone in 2035.

PPL eyes Balochistan’s mineral wealth under new exploration approval

Pakistan Petroleum Limited (PPL), a key natural gas supplier in the country, has received conditional approval from the Government of Balochistan for an exploration license to explore precious and base metals in the district of Chagai.

The E&P shared the development in its notice to the Pakistan Stock Exchange (PSX) on Friday.

“We are pleased to inform that the Government of Balochistan has conditionally approved the application submitted by PPL for the grant of license, i.e. EL-331, for exploration of precious and base metals group and associated minerals in the district Chagai, Balochistan,” read the notice

PPL said the development aligns with its strategic focus on diversifying beyond hydrocarbons to ensure long-term business sustainability and reaffirms “the company’s unwavering commitment to expand its footprint in Pakistan’s mineral sector.”

The approval process will be finalised upon completion of all the relevant conditions relating to legal, regulatory, and procedural matters, it added.

Last year, PPL entered into a Joint Venture Agreement with Degan Exploration Works (DEW) for a mineral exploration license in Chagai. The license area was located in the Chagai Metallogenic belt, which is known for possessing class copper and gold deposits such as Reko Diq and Saindak.

PPL, a state-owned petroleum company, operates major oil and gas fields, including the Sui gas field, has non-operating interests in other fields, and has an interest in an exploration portfolio onshore and offshore.

Earlier this month, PPL announced a strategic partnership with Turkish Petroleum Overseas Company (TPOC), a subsidiary of Turkiye’s national oil company TPAO, under the farm-out process of the Eastern Offshore Indus C Block.

The partnership is aimed at boosting offshore exploration and strengthening Pakistan-Turkiye energy cooperation, the E&P said back then.

Pakistan has invited the US Critical Minerals Forum, funded by the US Government, to present a structured framework for collaboration in the country’s minerals and mining sector, marking a key policy-level opening for US investment and technology transfer as Islamabad seeks to unlock the potential of its critical minerals landscape.

The development came during a high-level meeting between Finance Minister Muhammad Aurangzeb and Robert Louis Strayer II, President of the Critical Minerals Forum (USA), who was accompanied by H.E. Natalie Baker, Chargé d’Affaires of the United States at the Ministry of Finance, on Friday.

Senior officials from the Ministry of Finance and relevant departments also attended the meeting.

During the meeting, both sides discussed avenues of cooperation in the minerals and mining sector, strengthening supply-chain security, and encouraging responsible and sustainable investment in Pakistan’s critical minerals landscape.

Pakistan delivers first shipment of rare earth elements, critical minerals to US

Aurangzeb welcomed the delegation and underscored Pakistan’s steady economic trajectory, noting improvements across macroeconomic fundamentals and governance reforms.

“Our priority is fundamental fiscal hygiene-building the discipline where capital flows in, remains invested, and is secured through sound policies,” the minister stated. “This foundation is now translating into improved sentiment and positive signals from international rating agencies.”

The finance minister reaffirmed that Pakistan is working on important legal and regulatory reforms and will welcome structured proposals from the Critical Minerals Forum.

“We encourage you to return with a detailed framework for collaboration. Pakistan will evaluate it with a view to facilitating responsible investment and ensuring mutual benefit,” the minister said.

Aurangzeb also emphasised Pakistan’s strengthened geopolitical and economic partnerships, stating, “Pakistan today stands at a constructive intersection of global relationships—renewed momentum in Pakistan-US ties, time-tested relations with China, and forward-looking strategic cooperation with the Kingdom of Saudi Arabia.”

He stressed that Pakistan’s mineral and mining sector represents a transformational opportunity.

“This offer Pakistan a pathway to shift from consumption-driven cycles to export-led growth. A strong minerals policy framework will help Pakistan break the cycle of periodic balance-of-payments pressures and reduce future reliance on multilateral support.”

Strayer shared that the Critical Minerals Forum works globally to support secure and transparent mineral supply chains for the US industry, particularly in emerging markets.

He stated that the forum focuses on rare and niche metals, including copper and antimony, and aims to de-risk investments from both financial and security perspectives. He reiterated the forum’s commitment to support technology transfer, IP protection, and US private-sector investor confidence.

According to the statement, the US delegation observed that the United States views Pakistan’s science, engineering, and mathematics talent as a competitive strength and acknowledged Pakistan’s potential to become a future hub for critical mineral development.

The Chargé d’Affaires noted the Embassy’s support for US commercial engagement in Pakistan and emphasised the importance of ensuring strong investor confidence and enabling regulatory frameworks in the minerals sector.

The meeting concluded with both sides expressing commitment to continued engagement and collaboration in the minerals sector, aligned with Pakistan’s economic reform agenda and shared objectives for sustainable development.
