Pakistan is a separate entity that worked with ground realities, as best it could towards defeating the Soviet empire, lets keep a reality check on what was going on then , the afghans totally embraced the war

Why is the Taliban not taking this up?

Because as many afghans if not more will show up demanding "justice" who have been killed by Taliban IEDs suicide bombers, assassinations, extrajudicial executions and so on.

Even today ICC unsealed arrest warrants for Taliban leaders for gender apartheid. 5 years of no education for half the population alone would mean billions in reparations even if the apartheid stopped tomorrow. Which it won't.

This is why afghans regimes can never and even other terrorist groups that became regimes like Syria, can not claim reparations from invading forces because their own hands are covered in blood. Al sharaa signed a deal with Russians to keep the Latakia bases as joint training base. Why would he want reparations from Russia when his own side was chopping heads.
