It was agreed to be free for all the region where people were displaced. Even 3rs is 3 too much. Don't have forked tongues. Be men, stand by what your forefathers agreed - even though they were not man enough to stand by it.
BS. First Mangla dam cost billions and then more billions to distribute and maintain grid.
Post a 1967 agreement document that say that. Don't run away now like your forefathers.
Rather than promising free electricity to the citizens, the legal framework of 1967 dealt with the AJK Government and its rights:
- Water Use Charges / Net Hydel Profit: The core financial commitment was that the Water and Power Development Authority (WAPDA) would pay the AJK government royalties (officially termed "Water Use Charges") for the power generated.
- Subsidized Bulk Rates: Instead of giving the public free power, the arrangement allowed the AJK government to purchase electricity from the national grid at a bulk, subsidized rate to distribute to its residents.
