Exactly we should start by state institution first like judiciary bearucracy army than politicians (peoples representatives) once the above is done we can move forward.

How can you claim that? It's not the outside mafia. It's the same mafia that has local actors. People in Punjab are no better than those in other provinces when it comes to the loot by mafias. Blaming one particular province, institute, and ethnicity is a propaganda spread by the enemy for creating divide in Pakistan and then exploiting that divide.
