Just imagine if they were distributed to other people like Eastern Europeans, who would be excellent resources.... unless you are saying every H1b was reasonably better than any other nations potential candidates

If any eastern European applied they would have an easy way to green card because of country cap. A European got relaxed visa terms. So where are those Polish, Czech, Hungarian programmers who are not flooding to the US? You think companies are purposefully hiring Indians because they can't find talent elsewhere? No. Indians are well connected to the US industries, they are used to doing projects together it's familiarity. It's not our fault Europeans didn't bank on the American tech empire and decided to drown themselves in regulation.
