Streeting got defence, bit of a surprise but I think he has solid connections with Republican party so maybe Burnham thought it would keep Trump happy. Milliband is a good choice for Foreign sec too as he is generally respected globally after all his envoironmental work. Mahmood was probably offered any job and wanted to stay at Home office.
