For starters, because they are not getting the same royalties that KP gets as part of hydel profits. So while KP gets the money it deserves in the form of the profits, AJK gets next to nothing and then even then the electricity supply is shit in half the province. They are not wanting subsidised or free electricity, they just want the rates rationalized as per the other provinces.

Unless those hydroelectric projects are funded by provincial governments, a province has no moral or economic basis to weaponize the resource for regional demands. Why? Because local residents do not contribute physical labor or daily toil to generate hydroelectric power, unlike farmers who cultivate crops. In other words, the people of the province do not bear the hardship of keeping these projects operational.
The output of such projects should therefore be distributed proportionally among the people of the nation. People also forget that Punjab has a population of around 140 million, so it makes little sense for a province with only about 5 million people to receive 50% of the output. Provinces are not separate national entities; they are integral parts of one nation and should be treated as such.

261 billion is the recurring expenses, which includes salaries, pensions, daily government running expenses, hospitals, schools, police stations, MT, everything that a government touches.

This is about 87% if I am not wrong. Do you know what the recurring expenses for Punjab's budget are? Hint hint, it start with an 8 as well!

So, why the bigotry against AJK and not the same yardstick for Punjab?
