Bangladesh - Hasina regime corruption

Now you are going to define “under invoicing” lol

Given that’s how they have avoided tax and prevented repatriation of profits to BD - you cannot touch them under the law.

Because they used LEGAL ways to avoid tax.

You want people to believe they used “false invoices” when it’s easier to use “under invoicing” as I described above.

It’s just wishful thinking!

I just explained how they avoided paying tax. And it’s perfectly legal!!

Read the definition of under invoicing directly from UK Tax authorities. I can't spoon feed you any more than this.

CH81160 - Penalties for Inaccuracies: Types of inaccuracy: Deliberate and concealed inaccuracy - HMRC internal manual - GOV.UK

www.gov.uk
www.gov.uk

The act of concealment may include

  • creating false invoices to support inaccurate figures in the return
  • invoice routing, for example the purported sale or purchase of goods through a tax haven company (with no activity undertaken by that company even though contracts exist showing the contrary) leaving profits untaxed in that company
  • creating sales records that deliberately understate the value of the goods sold, the balance of the full price being paid separately to the person
  • describing expenditure in the business records in such a way as to make it appear to be business related when it is in fact private (possibly with the supplier agreeing to change the description on the relevant invoices)
  • altering genuine purchase invoices to inflate their value
Although the penalties for deliberate inaccuracies are civil monetary penalties, we also have a criminal investigation policy and will refer the most serious cases for consideration of criminal proceedings where appropriate.

@UKBengali @Joe Shearer and @SoulSpokesman

Here’s how garments owners may have avoided tax using Google’s practices.

Western retailer places an order for £500k with a Bahamas based shell company. The shell company charges 300k for “order procurement” services commission - leaving 200k for the factory business. And 200k covers the cost exactly - leaving zero profits. Hence zero tax.

Is this moral - NO!
Is this legal - HELL YES!!!

Just noticed this - I am pretty sure even this example of yours could be interpreted as illegal per UK tax law and some could very well interpret it as invoice routing. As I said - intercompany charges aren't always viewed positively by tax authorities, and depending on the tax jurisdiction, it may even be illegal to structure intercompany transactions that way to avoid tax.

  • invoice routing, for example the purported sale or purchase of goods through a tax haven company (with no activity undertaken by that company even though contracts exist showing the contrary) leaving profits untaxed in that company

These Sheikh mafia gang of coorupt-to-the-soul and traitor-at-heart bunch of murderers and looters is a security threat for the UK too! It has got an illicit and suspicious connection to Putin's regime, which is at a virtual war with the UK being the principal Western supporter of Ukraine, via Tulip. It needs to be investigated by MI5, MI6 etc....

I have news for you!

That’s exactly how Amazon, Google, Starbucks - virtually every multinational avoids paying tax.

HMRC hasn’t been able to touch them.

There’s lots of far left U.K. politicians who think it should be banned - but haven’t been able to come up with a legally enforceable mechanism.

As I asserted from the beginning - there’s legal ways to avoid paying tax and siphon profits - only an idiot would do it illegally.

Your moralising is very precious and quite funny! But that’s not the job of the courts.

If you want to discuss morals - consult a priest!

If you want to discuss law - consult a lawyer!

Btw, priests tend to be free. Whilst lawyers are very expensive.

So be careful who you discuss what with.

Not anymore.

This wretched woman is trying too hard to save her political career  So much so, she even limited quotes and replies.

Bangladesh asks India to stop former PM Hasina from making ‘false statements’

Reuters
February 7, 2025

Bangladesh has asked India to stop ousted former Prime Minister Sheikh Hasina from making “false and fabricated” comments while she is in the country, its foreign ministry said.

Hasina fled to India last year following violent protests that killed more than 1,000 people.

In an online address on Wednesday, she called on her supporters to stand against the interim government in Bangladesh, accusing it of seizing power in an unconstitutional manner.

Thousands of protesters gathered in Dhaka before Hasina’s address and, an in effort to disrupt it, demolished and set fire to the home of Mujibur Rahman, her father and Bangladesh’s founding leader. The violence continued after Hasina spoke.

Bangladesh’s foreign ministry handed over a protest note to India’s acting high commissioner in Dhaka, conveying “deep concern, disappointment and serious reservation” over her comments, it said in a statement on its Facebook page.

“The ministry … requested … India to immediately take appropriate measures, in the spirit of mutual respect and understanding, to stop her from making such false, fabricated and incendiary statements … while she is in India,” it said.

Hasina could not be contacted for comment.

Although India did not comment on the communication received from Bangladesh, Foreign Ministry Spokesperson Randhir Jaiswal condemned the destruction of Rahman’s home as an “act of vandalism”.

“It is regrettable … All those who value the freedom struggle that nurtured Bangla identity and pride are aware of the importance of this residence for the national consciousness of Bangladesh,” he said.

It was in the same house that Rahman declared Bangladesh’s independence from Pakistan in 1971, and he and most of his family were assassinated within its walls in 1975.

Hasina had transformed the building into a museum dedicated to her father’s legacy.

The press office of the chief adviser of Bangladesh’s interim government, Muhammad Yunus, had said on Thursday that the attack on Rahman’s residence was a response to Hasina’s “violent behaviour”.

“The government hopes that India will not allow its territory to be used for destabilising purposes in Bangladesh and will not allow Sheikh Hasina to speak,” it said.

Bangladesh has been grappling with political strife since Hasina fled to India in August, with its interim government struggling to maintain law and order amid continuing protests and unrest.

India and Bangladesh, which share a 4,000 kilometre border and maritime boundaries in the Bay of Bengal, have longstanding cultural and business ties.

Another glaring case of resource misallocation and corruption in the disguise of "development".

Tk335cr ghosted rail line to Rooppur that goes nowhere

Audit found financial anomalies of Tk321.66cr in construction

A multi-crore rail line, initiated by the ousted Sheikh Hasina government for Bangladesh's first nuclear power plant, has remained unused since its completion in 2022, yet another glaring example of wasteful spending and financial irregularities that defined the previous administration's tenure.

The 26.52km-long line costing Tk335 crore of public funds was intended for transportation of cargo from the Ishwardi Bypass Station to the Rooppur Nuclear Power Plant in Pabna.

Although there was no rail line included in the master transportation plan developed by the Russian consultants for the plant, the Ministry of Science and Technology initiated the project in 2018, with Bangladesh Railway handling its implementation.

Yeafesh Osman was the minister of science and technology at the time, while Md Mazibul Hoque served as the rail minister under the Hasina-led government. An Indo-Bangla joint venture company was awarded the contract to construct the dual-gauge railway line.

The construction was completed in June 2022 but it has remained unused since then. Also, the Directorate of Inspection and Audit identified financial anomalies amounting to Tk321.66 crore in the construction, according to an audit report prepared in 2020.

Line ends 2km from plant

The rail track, including a siding and loop line from the Ishwardi Bypass Station, ends nearly 2km away from the Rooppur plant. A narrow dirt road unsuitable for carrying heavy equipment, passes under the Hardinge Bridge connecting the points between the rail track and the power plant.

Moreover, there is no passenger traffic required to operate trains on this route, according to a senior executive from the Ministry of Science and Technology.

The rail track was built with seven culverts, 13 level crossing gates, one "B" class station, and one station platform.

"The rail line was constructed for uranium transportation to the power plant," Md Fahimul Islam, secretary at the Ministry of Railways, told The Business Standard.

When asked about its current use, he expressed uncertainty, and added, "The Science and Technology Ministry would have more details."

Md Zahedul Hassan, project director of the Rooppur Nuclear Power Plant Construction Project, said the rail line has never been used.

When asked why the rail line was constructed, he explained that there was no rail line included in the master transportation plan for the power plant, and thus, he had no idea why it was built.

He mentioned that an international port has been established on the bank of the Padma River to facilitate the construction and future operation of the Rooppur power plant in Pabna's Ishwardi upazila, as outlined in the master transportation plan.

"Heavy equipment is being transported through this port, while lighter items are being carried by air," he added.

The port became fully operational in August 2020, and cargo carrying construction materials and equipment is being transported from St Petersburg and Novorossiysk in Russia to the Padma port freight terminal via the Mongla seaport.

It took one and a half years to construct the 150 by 350-metre port, which is capable of maintaining a river depth of up to 10 metres year-round.

Launching the rail line

Despite the absence of a rail transportation plan, then railways minister Md Mazibul Hoque signed an agreement with the Indo-Bangla joint venture company - Standard Engineers, Castle Construction of Bangladesh, and GTP Infraprojects of India - in July 2018.

Mofazzel Hossain, then secretary of the ministry, presided over the signing ceremony, with Kazi Nabil Ahmed, director of Castle Construction, and Amzad Hossain, then director general of Bangladesh Railway, in attendance.

During the event, Mazibul Hoque said the project would be implemented on a priority basis, following the order of Sheikh Hasina and under the direct supervision of the Prime Minister's Office.

Mazibul said, "For the construction of the Rooppur nuclear power plant, we will need to transport heavy machinery and equipment via freight train. Hence, the construction of a new railway link is crucial."

He added, "This will create a network connecting the Rooppur power plant to Chattogram and Mongla seaports, which will facilitate freight transportation."

The rail project was inaugurated by Sheikh Hasina on 9 February 2023.

Perplexing evaluation report

Although the rail line was not in use, an evaluation report prepared by the planning ministry said, "The constructed rail line has been contributing to the transportation of equipment to the power plant. The rail line will contribute to the safe transportation of equipment and will increase government revenue."

The report was prepared by Saiful Islam, director-2 at the Implementation Monitoring and Evaluation Division under the planning ministry, after a field visit in July 2024.

In his report, he mentioned the beneficiaries' opinion: "The Rooppur rail created the opportunity for easy and safe transportation of heavy equipment to the power plant."

He also included the beneficiaries' view that "the upgraded signaling system has made train operations risk-free, and passengers have expressed satisfaction with the improved platform, making it easier to board and disembark."

However, in reality, no trains were being operated.

When asked, Saiful Islam said he made the recommendation based on a document regarding equipment transportation provided by the project director.

He also mentioned that a passenger transportation option was included in the rail line project, but it is not yet operational.

However, his comment contradicts his own evaluation report.

In the report, he also stated that the project's objective was fully achieved, as faster equipment transportation operations began, and the rail line contributed to transporting equipment to the power plant by connecting the Ishwardi junction to the power plant.

Additionally, in his report, he claimed that all anomalies amounting to Tk321.66 crore, raised by the Audit Directorate, had been resolved.

Anomalies found by audit

The evaluation report identified eight financial anomalies in the construction of the rail line.

The project was overestimated, with costs projected higher than the approved figures in the Development Project Proposal, resulting in a loss of Tk45.32 crore for the government.

An additional Tk80.76 crore was spent on purchasing 3,480 tonnes of rail and 24,827 sleepers, far exceeding the actual requirements.

Over Tk11.31 crore was wasted on overweight rail, despite it not being used in the regular line. The contractor was paid an advance of Tk29.75 crore, bypassing Cabinet Division decisions.

The government also incurred losses: Tk82.50 lakh due to unaccounted concrete shrinkage, Tk42.40 lakh from excess payments for road divider work, Tk3 crore for stone ballast supply without the required test report, and Tk150.25 crore was paid without proper documentation of completed work in the measurement book, according to the audit report.

What’s done is done and BAL has taken its pound of flesh. The best thing is to see how and if it can be utilised. If so link it to national railway lines or scrap it immediately. Let’s not throw any money here. Jail some BAL scums for this for life.

Yes. Got to make the best of current situation.

A lot of BAL leaders weren't able to move their money out of the country because how quickly Hasina fell. Govt ought to expropriate it and jail the BAL leaders still in the country.

Seems like they are trying to dodge accountability through aggressive disinformation with help from their Indian allies.

I disagree. I think we should track them down even if it means hunting them till the ends of the Earth. This will serve as an excellent case study in the realm of money laundering for future generations who want a path toward political stability in any country.

It may also serve as a wrecking crew against any chaiwala logic.
