The BCCI and ICC are going to make decisions on commercial considerations. The PCB was accomodated because India/Pakistan matches generate eyeballs and Pakistan has at least historically been a top tier team. The Bangladesh team neither generates a lot of money nor are strong enough that their absence will make a material change to the outcome of the tournament.

It is the BCB that has made this a question of national pride while holding a weak hand. The only options they have that don't involve facing humiliation are to withdraw or forfeit and even the latter will probably involve financial sanctions because of the monetary loss to organisers and broadcasters. Might as well open up the spot for one of the Associate nations if you are going to forfeit all of your matches.
 
BD can and will take the issue to CAS (court of arbitration for Sport) to which ICC is bound by.
