This is overwhelmingly aimed at China.

It isn't aimed at China. This is a multi year project aimed at building terminals near Malacca for transhipment.
We can already choke of Malacca, there is a naval base out there. Lob a few rockets like Iran did and the straight is closed. If that was the sole plan it's already achieved. The current plan is to make money off the straight where a significant percentage of international trade goes through.

They'll develop it for commercial purposes. India can station naval assets there as its very close to them. Again for what purpose?
